New CPU + heatsink, the computer will not start now. The fan runs at full speed until you manually disable your PC.?

You may have something shorted during setup .... or were not good to the heatsink. Certain completely remove the old thermal grease and alcohol qtips. Then, apply the amount of address to the thermal grease processor before applying the heat sink again.
